Over 25 years of experience in certification of aircraft systems, engineering management, program management, software development, systems and software process improvement, and quality assurance.  Major accomplishments in these roles include:

 
Created Worldwide Certification Services in May 2010, with the intent of helping Certification Authorities, Aircraft Manufacturers, Aircraft Modifiers, Equipment Suppliers, Software Suppliers and others efficiently meet certification and safety requirements

 

Developed a strong international Product Assurance and Certification organization across 15 sites, that worked effectively with Certification Authorities worldwide
 
Led the development and deployment of innovative certification processes, particularly around Integrated Modular Avionics (IMA) Systems and Software

Participated in the industry committees that generated DO-178B, DO-178C and ARP-4754
 
As a DER, reviewed and approved the systems, software and safety regulatory compliance on numerous avionics projects

Honeywell, April 1987 – May 2010

Director, Product Assurance and Certification, July 2005 - May 2010

Managed a 120 person organization across 15 Honeywell locations worldwide responsible for interface to FAA and international Certification Authorities for all Honeywell Aerospace Electronics systems, Product Development Quality Assurance for all Aerospace Products and Systems, and coordination of Honeywell participation on Industry Committees.  Accomplishments in this role included:


Gained agreement of four FAA Aircraft Certification Offices for a Partnership for Safety Plan


Established common certification processes across multiple Honeywell sites

Established common Product Development Quality Assurance processes across commercial, defense and space programs

Established an Industry Leading International Certification Engineer program at global Honeywell locations

Defined the Honeywell strategy for Organization Designation Authorization (ODA)

Worked with Aircraft Manufacturers and Certification Authorities to resolve numerous in-service safety and compliance issues

Represented all avionics manufacturers on the Industry/FAA Rapid Action Team - Process Accountability Communication and Teamwork (RAT-PACT), which re-defined the way FAA and Industry work together to execute programs and resolve issues

At the request of FAA, presented at FAA National Software Conferences in 2005, 2008 and 2009

Sub-Group Chairman of the committee developing DO-178C

 

Certification Liaison Technical Manager, September 2002 – July 2005  Manager of 15 member team responsible for interface to FAA and international certification authorities on certification of Primus Epic integrated modular avionics system, as well as for completion of system HIRF and Lightning testing.  In this role, established several industry-precedent processes for certification of an integrated modular avionics system, and coordinated closure of certification issues to enable certification of Primus Epic system on six OEM aircraft in parallel, in airline, business jet and helicopter markets.  Other accomplishments in this role include receipt of Technical Achievement Awards for development of a standard for Control and Data Coupling analysis for an Integrated Modular Avionics (IMA) system, and for development of a means to apply the TSO process to IMA components. 


Embraer 170/190 Avionics Program Manager, May 1999 – September 2002  
Responsible for all aspects of the Embraer 170/190 Primus Epic program, including initial program planning and team organization, program schedule and budget, deliverables, certification activities, quality and customer support for the largest scope program in the history of Honeywell Business, Regional and General Aviation (BRGA), for the largest BRGA customer.  Key participant in the pursuit and contract award for the Fly-by-wire system on the Embraer 170/190.  Established an outstanding relationship with Embraer that made it possible to efficiently work through program issues.


Learjet 45 Program Manager, August 1998 – May 1999  Responsible for all aspects of the Learjet 45 Phase 2 and Phase 3 programs, including development schedule and budget, order fulfillment, supply chain integration, quality and reliability.  Both development phases were completed on schedule with full functionality and no quality problems.  Instrumental in significantly improving the Honeywell-Learjet relationship.

Global Express Data Acquisition Unit (DAU) Program Manager, June – July 1998  On-site Program Manager for Global Express DAU development at an alliance partner.  Reduced schedule for the program by fifty percent to meet a very aggressive certification date.


Systems Process Technical Manager, January 1996 – June 1998  Manager of the Systems Software Engineering Process Group responsible for defining and training processes which resulted in achievement of an Software Engineering Institute (SEI) Capability Maturity Model (CMM) Level 2 assessment for the site.  Responsibilities include planning, estimating, tracking and corrective action.  Responsible for documenting and improving systems engineering, marketing and program management processes. 

Certification Engineer, April 1987 - January 1996 Leader of Honeywell participants in industry committee that wrote the commercial avionics software certification standard (DO-178B).  Member of aviation industry committees that developed system certification guidelines (ARP 4754).  Coordinated certification of Honeywell avionics systems on numerous aircraft types.  Co-inventor of the Safety Directed Development Process, which has been accepted by FAA and JAA  (EASA's predecessor) as an alternative to DO-178A/B for providing system and software safety assurance.  DER Coordinator for 27 Honeywell DERs.  Responsible for coordinating DER efforts based on FAA requirements.

Section Head, SLBM Early Warning Software Section Responsible for development and maintenance of Real-Time Radar Software.

Real Time Radar Programmer Responsible for development and maintenance of SLBM Early Warning and NORAD Communications Software.
